How do I contact the supervisor for child protective services? I have a concern about a caseworker who is friends with her client I do not feel the children are being monitored correctly due to this relationship

I called Social Security to see if I could get financial (SSI), but they said I could not qualify because my SS income will be around $1400 next year. They advised me to check with DFAC to see if I could qualify for food stamps assistance and Medicaid insurance. I tried calling the number above but it rang for awhile and then hung up.
