What steps must I take to receive written records on my now closed child abuse investigation case?

I am writing to ask if Kentucky has a replacement for SNAP benefits if you have a power outage Like Ohio has? If so how do I go about getting mine replaced. My power was off earlier this week for at least 4 hours. Thank you for you help,
